UGC’s New Multidisciplinary University Guidelines 2025

1. What’s New: Key Reforms

Here are the most important changes introduced by the UGC in 2025 for UG and PG programs:

  1. Credit Reform & Academic Bank of Credits (ABC)
  2. The regulations promote a credit-based system, aligned with the National Credit Framework (NCrF). Students’ earned credits will be stored digitally in an Academic Bank of Credits (ABC), allowing them to accumulate, transfer, and redeem credits between institutions.
  3. Multiple Entry–Exit Points (“Flexi-Degree”)
  4. Students can exit their degree at various stages: after 1 year (certificate), 2 years (diploma), 3 years (general degree), or 4 years (honours/research degree).
  5. Biannual Admissions
  6. Universities can admit students twice a year: in July/August and in January/February. Dual/Simultaneous Degrees
  7. Students are allowed to pursue two UG or two PG programmes simultaneously (even from different universities or via different modes like online + regular).
  8. Flexible Eligibility (“Discipline-Agnostic” Admissions)
  9. Admission eligibility is no longer tightly bound to what you studied before. Students from any background can apply to programs across disciplines — subject to entrance tests demonstrating competence.
  10. Multidisciplinary & Skill-Based Curriculum
  11. At least 50% of the credits in a degree must come from the core/main subject; the rest is open for skill/vocational courses, internships, apprenticeships, or multidisciplinary subjects.
  12. Recognition of Prior Learning (RPL)
  13. Students can get credit for prior learning — whether from formal education, work experience, or informal learning — through RPL mechanisms.
  14. Continuous Assessment & Transparent Grading
  15. Evaluation will rely more on continuous assessment (projects, assignments, etc.), and grading systems will be standardized, with grades convertible to percentages.
  16. Flexible Attendance Norms
  17. Institutions have the autonomy to define attendance requirements aligned to the structure of the program (regular, hybrid, online).

2. Why These Changes Matter (Implications)

For Students:

  1. Greater Flexibility & Control:
  2. You can decide how long you want to study, when to take a break, or even pursue two degrees. This is especially useful if you want to combine diverse interests (say, arts + tech).
  3. Better Employability:
  4. With skill-based courses, apprenticeships, and vocational learning embedded in the curriculum, students graduate with a more practical, job-ready skill set.
  5. Inclusive Education:
  6. The ability to recognize prior learning opens doors for working professionals, lifelong learners, and those who couldn’t follow a traditional path.
  7. Reduced Risk of “Wasted Years”:
  8. Even if you drop out after a year or two, you’ll leave with a recognized certificate or diploma.

For Universities / HEIs:

  1. Curriculum Overhaul:
  2. Institutions will need to design more multidisciplinary programs, integrate skill-based learning, and possibly restructure how courses are delivered (online, hybrid, etc.).
  3. Administrative & Technical Burden:
  4. Implementing ABC (Academic Bank of Credits), managing biannual admissions, and tracking credits across programs and institutions will demand stronger systems.
  5. Quality Assurance:
  6. Continuous assessment, RPL, and credit transfers introduce complexity; HEIs must ensure academic rigor and fairness.

3. Risks & Challenges

  1. Implementation Gap:
  2. Not all colleges/universities may be ready for biannual admissions or credit banking right away.
  3. Credit Transfer Complexity:
  4. Standardizing credits across different institutions and programs is a major challenge. There could be mismatch or resistance.
  5. Resource Constraints:
  6. Many colleges may lack infrastructure or faculty to run multidisciplinary programs and to support continuous assessment.
  7. Student Guidance:
  8. With more choices comes more confusion. Students will need strong academic counseling to navigate multiple exit points, dual degrees, and credit banking.

5. How It Could Change College Life in India

  1. More Freedom to Experiment: Students may mix disciplines (e.g., Philosophy + Computer Science), make lateral shifts, or pause/restart their education without losing all progress.
  2. Increased “Micro-Credentials”: With certificates and diplomas at exit points, students might build modular credentials, which could be more aligned with industry needs.
  3. Lifelong Learning Culture: The Academic Bank of Credits and RPL encourage returning to education — working professionals can accumulate credits part-time, then convert them into a degree.
  4. Less “All or Nothing” Pressure: The fear of failing one year and losing everything may reduce; exit options ensure that partial efforts are rewarded.
  5. Carrots for Skill-Based Education: With required multidisciplinary/skill credits, internships, apprenticeships, and practical learning will likely become more common and valued.
